Energy Efficiency Agency (EEA), in partnership with the Ministry of Regional Development and Construction (MRDC), presented the practical guide on street lighting in rural areas of Moldova. The publication has been prepared by the Institute for Development and Social Initiatives (IDIS) ‘Viitorul’, with the support of German Development Cooperation through GIZ, offered through the project ‘Modernization of local public services in the Republic of Moldova’.

The guide provides useful recommendations for local authorities in order to maintain an efficient and sustainable street lighting service. The guide was developed as a result of lessons learned from the pilot project in efficient street lighting in Tătărăuca Veche commune, Soroca rayon. The project was funded by the German government through GIZ and implemented by North Regional Development Agency (RDA).

Thus, the publication highlights the advantages of using LEDs. In Tătărăuca Veche, due to a modern system of lighting, the electricity consumption costs diminishes twice. Annually, the savings will amount to MDL 117 000, compared to using traditional solutions, inefficient in energy terms.

At the same time, the guide explains the steps for the creation of street lighting public service and provides tools to estimate the cost sfor the development, maintenance and staff. The authors also provide practical solutions to identify sources of income for maintenance and propose models for setting tariffs and involvement of citizens. For example, the cost which is paid monthly in Tătărăuca Veche town is MDL 10.00 per household. The Guide in energy efficient street lighting contains successful practices from the European Union, which could be applied in the Republic of Moldova.

The publication, available in Romanian and Russian languages, was published in a total circulation of 1,000 copies and will be distributed to local authorities, in order to be used for the training of rayon energy managers. The role of these officials is to advise municipalities to reduce energy costs and use energy efficient technology.

In terms of energy efficiency, GIZ also supports two pilot projects: increasing energy efficiency in Orhei and Nisporeni hospitals.

The project ‘Modernization of local public services in the Republic of Moldova’ is implemented by GIZ and is financially supported by the German Ministry of Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), the Ministry of Foreign Affairs of Romania and the European Union.
