Public procurement procedures was the topic of the training organised for over 30 representatives of civil society organisations from Development Regions North, Centre and South of the Republic of Moldova. The event was organised under the ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project, implemented by the German Development Cooperation through GIZ.
Petru Veverita, GIZ/MLPS National Senior Advisor: ‘The role of the civil society will be an important one and namely, the main task of the contracted organisations will be monitoring of public procurement processes in line with the European Union standards, as well as with the role of the working group on public procurement. However, besides the monitoring, the civil society organisations will coordinate, also, the planning process, will facilitate the inter-municipal cooperation opportunities for local public administrations and inform the population on different actions and processes in the implementation of the project’.
The training course was facilitated by Adrian Mihailescu, an international expert in the field of public procurement from Romania, who presented information and various case studies regarding the general framework and main aspects of public procurement procedures, selection and awarding criteria, as well as contractual matters. In the second part of the training, the local expert Valerian Tabarta informed the participants on the role of the civil society in the public procurement process.
