Today, on 19 March 2015, the representative of the Ministry of Regional Development and Construction (MRDC), regional Sector working group members (which comprises representatives of the 1st and 2nd level local public authorities (LPAs) of the region, ‘Apa Canal’ operators from every rayon, GIZ (German Development Cooperation ) advisors and experts and South Regional Development Agency (South RDA specialists) gathered in Cimislia for the 7th workshop on regional sector working group to discuss the next steps regarding the implementation of the Regional Sector Programme (RSP) and the principles of formation of project working groups in the water supply and sanitation (WSS) sector.

In the opening session the Head of the Project Management Service of the MRDC, Mr Victor Caun, pointed out that ‘we are today in the 7th round of sessions in which we shall discuss the next steps that the LPAs must take together with experts for the purpose of development of Feasibility Studies (FS). We must make an effort in order to get good outcomes, so that we are able to submit the projects to the donors afterwards’, concluded the MRDC representative.

The South RDA Director, Mrs Maria Culesov, said that ‘today the decision of the Inter-Ministerial Commission is going to be presented, which has selected the possible project concepts. Of course, we have expected something more, but I think the specialists today shall explain the decision that was taken. Those who have been selected are going to proceed to other tasks such as development of projects, SFs, so there is a lot to do and as to those who have not been selected, I urge you not to be discouraged. I know that Cimislia prepares a project to be submitted under the 3rd Call for Project Proposals (CPP) and Basarabeasca has applied for the funding of the 2nd CPP, and now they have developed the technical project as well. I want to encourage you to move on, because it is a process of learning how to prepare a FS, the way projects per se are developed. There are several opportunities of project funding and if you have not been selected here, it does not mean that your project will not come to life’ said the director.

The GIZ experts presented at the workshop the Possible Project Concepts (PPC), collected from LPAs in the South Development Region (SDR), then the audience was informed about the results of the meeting of the Inter-Ministerial Commission, which selected two PPCs of the SDR, for Leova and Cahul rayons, that are to be developed into Viable Project Concepts (VPC) later on. The experts explained the procedure for granting the scoring and the CPPs selection criteria.

The RDA South specialist has presented the concept of organizing Project Working Groups (PWG), their composition, role, duties and responsibilities of the members.

Furthermore, the PWG members were informed about the purpose of developing a Feasibility Study (FS), its structure and contents; then they explained the need for collecting data for questionnaires to be filled in by the LPAs whose CPPs were selected. The questionnaire data are fundamental for the development of the SF for these two rayons, which hopefully shall be completed by the end of 2015.

It will be recalled that these activities take place with the support of the European Union and the Government of Sweden.
