German Development Cooperation through GIZ signed a memorandum of understanding with ‘Moldova Apa-Canal’ Association on 25 February 2015.

The document was signed by the Executive Director of AMAC, Iurie Nistor and GIZ International Senior Advisor, Dietrich Hahn.

‘AMAC is a good non-governmental partner at national level and we wish to contribute to the further development of this platform. By signing this agreement, we will support cooperation on improving the effectiveness and efficiency of local public services’ says GIZ project International Senior Advisor, Dietrich Hahn.

‘Operators are very grateful for the planned activities. It follows the preparatory phase for operators in investment management field’, said the Executive Director of AMAC, Iurie Nistor.

The event was attended by representatives of the Government of RM, who welcomed the establishment of partnerships to enhance the professionalism of employees in the water supply and sanitation sector.

Deputy Minister of Regional Development and Construction, Liviu Oboroc, stressed the need to create such partnerships: ‘By signing this Memorandum and supporting line ministries, we will contribute to the good implementation of its provisions’.

In turn, the representative of the Minister of Environment, Serafima Tronza said: ‘The final outcome of proposed activities under the Memorandum will be regionalization of operators. Thus, we appreciate the support of development partners not only for infrastructure projects, but also for capacity building of operators’.

GIZ and AMAC will continue collaboration in order to contribute in the continuous training of service operators’ staff in water and sanitation.

In 2015, AMAC will receive support for institutional capacity building. The Action Plan approved for 2015 provides:

Developing and conducting six training modules for local public authorities and water and sanitation services operators.

Annual organization of the National Symposium of water supply and sanitation operators and other awareness activities carried out within the Water Week.

Activities will take place involving the Ministry of Regional Development and Construction – institutional partner of GIZ project ‘Modernization of local public services in the Republic of Moldova’.

Currently, AMAC, with the support of GIZ, trains over 100 accountants and economists of ‘Apa-Canal’ operators in financial reporting. However, from 1 January 2015, it became mandatory the new accounting standards, adjusted to European standards.

In 2014, AMAC has received a grant of EUR 15.000 from GIZ project, from sources provided by the German Government for the development of training programmes for accountants and economists from water and sanitation companies.

Concerning water supply and sanitation sector, the German Development Cooperation through GIZ supports three pilot projects in Cahul, Leova and Râşcani rayons, which are implemented by the Regional Development Agencies (RDAs). In addition to physical investments, GIZ provides assistance in regional sector planning. In 2014, each of the three development regions – North, Centre and South – have adopted Regional Sector Programmes – designed to promote attraction of investments in water and sanitation.

The project ‘Modernization of local public services in the Republic of Moldova’ is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry for Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), the Ministry of Foreign Affairs of Romania and the European Union.

‘Moldova Apa-Canal’ Association was founded in 2000 as non-commercial voluntary company of water supply and sanitation service enterprises from the Republic of Moldova. Its purpose is to assist water supply and sanitation service enterprises from Moldova in production, technical, scientific, commercial activity etc. and defend their interests in central and local public administration bodies, as well as other bodies.
