Today, 18 July 2017, the Kick-off meeting for the implementation of the EU financed Action to be carried out under the ‚Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project took place. It follows the signing of the Grant Agreement between the German Development Cooperation through GIZ and the Delegation of the European Union (EU) to the Republic of Moldova on the ‘Preparation of technical design and tender documentation for construction works of selected Water Supply and Sanitation (WSS) and Energy Efficiency (EE) projects in three Development Regions of the Republic of Moldova’.

The event was attended by the representatives of the Ministry of Regional Development and Constructions (MRDC), German Embassy to the Republic of Moldova, Delegation of the European Union (EU) to the Republic of Moldova, Regional Development Councils (RDC),  directors of Regional Development Agencies (RDA), representatives of the Swiss Agency for Development and Cooperation, Embassy of Sweden to the Republic of Moldova, Austrian Development Agency (ADA) and MLPS project advisors.

Alexandr Muravschi, MLPS interim Project manager: ‘Today, following a long period of preparation, we are officially launching the Action financed by the European Union, which provides for the development of the technical documentation for 18 projects in the WSS and EE in public buildings fields. The activities under this Action will be carried out by the Regional Development Agencies with MLPS Project support. However, many other actors will be engaged in the implementation of this Action. Todays meeting is the first one of its kind and is organised at national level. Starting tomorrow, already, more technical meetings will be organised at regional level’.

Dorin Andros, Secretary of State, Ministry of Regional Development and Constructions: ‘On behalf of MRDC I would like to express gratitude to the Delegation of the European Union to the Republic of Moldova and international partners for financing this Action. This is a first stage aimed at preparing the technical documentation, still it is a very important one and requires much responsibility. The deadlines are quite tight, and there is double responsibility in this respect, as we have taken it up alongside GIZ to have documents developed in time and that these are qualitative’.

Aneil Singh, Head of Cooperation Section, Delegation of the European Union to the Republic of Moldova: ‘By this action and project, our objective is to achieve tangible results for the population. This project is of crucial importance and, as it was mentioned, its goal is to develop the documentation concerning large-scale investments.  The project orientation is towards two priority sectors and namely, quality water supply and sanitation services and energy efficiency in public buildings. The aspect of ownership and engagement of local communities and civil society in the implementation of these 18 projects is very important. With regard to the first stage of this project – in the amount of EUR 3.5 million – it is necessary to act very fast as there are a lot of things to do’.

Ulrich Kleppmann, Head of Cooperation and Economic Development, German Embassy to the Republic of Moldova: ‘Participation will be very important in the implementation of this Action. I see in this room all the stakeholders involved and I have all the trust that with the help of MLPS partners and of the population of the Republic of Moldova in this case we will succeed in implementing what we have set out to do’.

The total budget of the Action is EUR 3.5 million provided by the European Union and EUR 325.000 provided by the German Ministry for Economic Cooperation and Development. The Action will be implemented via the Regional Development Agencies with the support of

‚Modernization of Local Public Services in the Republic of Moldova’ Project. The implementation period is 18 months. The overall objective of the Action is the development of the technical documentation for 18 selected projects: 10 in the field of Water Supply and Sanitation and 8 in the field of Energy Efficiency in Public Buildings.  

It is necessary to mention that European Union’s financial contribution to MLPS project started in 2013.
