Regional sector programming in Local and Regional Road infrastructure represents a participatory process for capacity building in planning and programming in Development Region South, which will ensure the development of investment projects. Regional Sector Planning and Programming in local and regional roads is financially supported by the European Union through the project provided by the German Development Cooperation through GIZ – ‘Modernization of local public services’.

The overall objective of the project is to improve local public services in villages and towns of the Republic of Moldova. The main beneficiary of the project is the Ministry of Regional Development and Construction (MDRC), Regional Development Agencies (RDAs), Regional Development Council (RDC) and localities in Development Region South.

In this context, it was held the 2nd workshop with participation of representatives of the Ministry of Regional Development and Construction, Ministry of Transport and Road Infrastructure, State Road Administration, RDA South specialists and GIZ advisors, where were presented results and conclusions of Workshop No. 1.

In the beginning of the event, the Director of RDA South, Ms. Maria Culesov, stressed the need ‘to focus our efforts in this area, as physical infrastructure rehabilitation, modernization and development of access routes and road infrastructure are one of the main priorities of the Regional Development Strategy South. Due to good presence at this workshop, and the accountability of the working group, we will work and we have good results in this area as well’.

Members of the Regional Working Group analyzed the current situation in Local and Regional Road domain and jointly discussed the criteria for identifying these roads; applied in practice the criteria identified using GIS maps (spatial data system) through a participatory exercise.

During these workshops, it is aimed at developing the Regional Sector Programme (RSP) in local and regional road infrastructure in Development Region South, in close collaboration with key stakeholders.

We would like to reiterate, ‘Regional Planning and Programming’ in Modernization of Local Public Services was launched in 2012 and supports MRDC and RDAs in their regional planning and programming process in the following sectors:

–          water supply and sanitation,

–          solid waste management,

–          energy efficiency

–          local and regional roads (since 2014).
