German Development Cooperation through GIZ has supported the representation of the Republic of Moldova at the Regional Conference ‘Progressive and effective opening of the CEFTA public procurement market’.  The event took place during 17-18 February 2015 in Skopje, Republic of Macedonia.

The Moldovan delegation was composed of various representatives: the Public Procurement Agency- Veaceslav Peiu, the Ministry of Finance – Dumitru Ochincă, Centre Regional Development Agency – Sergiu Golovco.

The regional conference was attended by over 50 participants from Member States of the Central European Free Trade Agreement – CEFTA (Poland, Hungary, Czech Republic, Slovak Republic, Slovenia, Romania, Bulgaria, Croatia, Republic of Macedonia, Bosnia and Herzegovina, Republic of Moldova, Serbia, Montenegro, Albania, Kosovo), representatives of public, private sector and non-governmental organizations.

The Forum’s Agenda, organized by the Economic Chamber of Macedonia, included thematic presentations focused on public procurement in the Balkan region, such as:

The legal framework for public procurement and efficiency of existing systems in CEFTA countries;

  • EU directives relating to public procurement;
  • Application of EU directives by Germany and procurement consultancy tools;
  • Legal solutions and practices regarding the nondiscriminatory treatment of entities participating in public procurement;
  • Protecting the rights of economic operators in court procedures.

However, delegates met with representatives of the Public Procurement Office in Macedonia.

‘The visit gave us an overview of public procurement systems in Bosnia and Herzegovina, Serbia, Albania, especially in Macedonia, where we visited the Public Procurement Office and had the opportunity to learn how the system works and the country’s experience in this area’ reports the Head of Public Procurement Regulatory Policy Service within the Ministry of Finance, Dumitru Ochinca.

Within the GIZ project ‘Modernization of local public services in the Republic of Moldova’, the financial support is provided through the Regional Development Agencies, which means that they are responsible for ensuring a transparent public procurement process, according to national standards.

In December 2013, GIZ has supported the participation of representatives from the Ministry of Regional Development and Construction – its institutional partner – and the National Integrity Commission at the ‘Conference on anti-corruption and anti-fraud measures in the use of European structural and investment funds ‘which was held in Brussels.

The project ‘Modernization of local public services in the Republic of Moldova’ is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry for Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), the Ministry of Foreign Affairs of Romania and the European Union.
