MLPS project Monitoring Committee meeting for reporting period January - December 2017 took place  
On 23 December, members of Monitoring Committee of ‘Modernization of Local Public Services’ (MLPS) project implemented by German Development Cooperation through GIZ met in a working meeting. The goal of the session was to discuss the project activities and progress in the reporting period July - September 2017 and activities planned for October-December period. The event was attended by representatives from Ministry of Agriculture, Regional Development and Environment (MARDE), Regional Development Agencies (North, Centre, South and TAU Gagauzia), development partners and MLPS co-financing partners, as well as, MLPS project advisors.

Local planning and inter-municipal cooperation is the topic of a workshop for the civil society organisations
On 8 February 2018, a workshop on the involvement of the civil society in local planning and inter-municipal cooperation took place. The workshop was organised under the ‘Modernization of Local Public Services in the Republic of Moldova’ project, implemented by the German Development Cooperation through GIZ. The event was attended by representatives of civil society organisations, GIZ/MLPS short experts in the field of civil society involvement and GIZ/MLPS project regional advisors. The report on the current situation in the Water Supply and Sanitation sector is presented to the members of South RDC Specialist Commission
Members of Regional Sector Commission in the field of Water Supply and Sanitation (WSS RSC) from North Development Region gathered today, on 7 February at South RDA at their second meeting. The event was attended by representatives of the Ministry of Agriculture, Regional Development and Environment (MARDE), local public authorities, service operators, GIZ and South RDA. At the beginning of the meeting, Serafima Tronza, senior consultant from MARDE Division for water resource integrated management policies, expressed the belief that a participative approach in decision-making with impact for the region will strengthen the inter-municipal cooperation in the WSS sector.

The event was attended by representatives of the Ministry of Agriculture, Regional Development and Environment (MARDE), local public authorities, GIZ and North RDA. At the beginning of the meeting, Serafima Tronza, senior consultant from MARDE Division for water resource integrated management policies, expressed the belief that a participative approach in decision-making with impact for the region will strengthen the inter-municipal cooperation in the WSS sector. Academy of Public Administration staff members are trained in Quality Management
These training sessions aimed at developing the capacities of the Academy staff for an efficient functioning of the quality management system of the institution and was intended for the staff responsible for management and for the one responsible for quality management processes in the institution. The organised sessions deepened the participants’ knowledge on process approach in quality management system, techniques of setting objectives, risk management in ensuring certification process, principles and methods of carrying out an audit in quality management system. The participants had the possibility to develop practical skills in identifying and describing the essential parts of the organisational processes, process inputs and outputs, monitoring activities and their documenting.

New opportunities in the cooperation of the Academy of Public Administration with GIZ
On 23 January 2018, the rector of the Academy of Public Administration (APA), Oleg Balan had a meeting with Christina Otto, Project Manager of ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project, implemented by the German Development Cooperation through GIZ. GIZ/MLPS delegation was composed of Alexandr Muravschi, National Senior Advisor on policy coordination on regional development, Simon Boehler, International Advisor on capacity development and Tatiana Bilba, GIZ advisor. During the meeting aspects related to the carrying out of the administrative reform in the Republic of Moldova and APA role in this process were discussed and, also, the perspectives for cooperation of the Academy with GIZ.

Tender documentation for five projects to be financed by the European Union approved by the working groups
The working groups created under the five projects to be implemented by North RDA with GIZ support in the ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project and financed by the European Union have gathered on Thursday, 21 December at North RDA to approve the tender documentation for development of technical designs for construction works in the selected projects. The working groups formed under the two Energy Efficiency in public buildings (EEPB) related projects took part in the first meeting, whereas the second meeting was attended by working groups from three projects in the field of Water Supply and Sanitation (WSS). It should be remembered, that the Financing Agreement between North RDA and GIZ on the development of technical designs and tender documentation for construction works of selected projects was signed on 8 December 2017.

Consortium of civil organisations to promote civil society engagement in modern local public services delivery process was presented at North RDA
The nongovernmental organisation Research and Consultancy in Management Institute ‘Business Consulting Institute’ (BCI), selected through competition by the German Development Cooperation through GIZ in order to promote civil society engagement in modern local public services delivery process in the North Development Region was presented on Wednesday, 20 December at the first working meeting at the North Regional Development Agency (RDA). According to the contract, BCI forming a consortium with the Centre for European Orientation and (COPE) ‘Dialog’ and Public Association (AO) ‘Demos’ will facilitate mobilization of community under six projects implemented in the North Development Region with the Modernisation of Local Public Services in the Republic of Moldova’ (MLPS) project support, carried out by GIZ and financed by the European Union: four projects in Water Supply and Sanitation (WSS) field and two in Energy Efficiency in public buildings (EEPB).

The presentation of NGO to promote civil society engagement in modern local public services delivery process took place
At Centre Regional Development Agency (RDA Centre) a working group was held targeting representatives from Centre RDA, the ‘Modernisation of Local Public Services in the Republic of Moldova’ project implemented by the German Development Cooperation through GIZ and civil society. At the meeting the Institute for Urban Development (IDU) was presented, an NGO selected to promote the engagement of civil society in modern local public services delivery process. During the implementation of the contract, IDU will facilitate mobilization of community under the projects carried out with GIZ support in Centre Region in the field of Energy Efficiency in public buildings and Water Supply and Sanitation.
